This consultation closed on 22 June 2021, and we have published the responses.
We are publishing the elements of Pay.UK’s responses to our February 2021 Consultation Paper on the NPA (CP21/2) that concern the scope and approach to the initial procurement of central infrastructure services.
In our consultation, we asked for views on the scope of the initial contract for delivery of NPA central infrastructure services and on the appropriate way to secure this contract.
Following an initial submission, Pay.UK (the scheme operator responsible for delivering the NPA) carried out further analysis on the approach to the procurement of NPA central infrastructure services. It subsequently sent us a second submission outlining its position on this matter.
A number of stakeholders have had visibility of Pay.UK’s analysis including its further analysis on the approach to the initial procurement as a result of membership in one of Pay.UK’s advisory groups. We understand that, as a result, some of these stakeholders have updated their own views on the approach to the initial procurement.
With this in mind, we are publishing non-confidential versions of both Pay.UK’s submissions to give all stakeholders visibility of Pay.UK’s analysis and invite stakeholders to consider whether, in light of Pay.UK’s submissions, they wish to send us views.
The responses we receive will inform the follow-up document we plan to publish in Q3 2021 referred to in our Consultation Paper. This will set out our updated thinking on the scope and approach to the initial procurement.
