This roadmap sets out our scope of planned work and timing, in response to Frontier’s independent evaluation, and stakeholder feedback since the policy was implemented in October 2024.
We will engage stakeholders over the summer, ahead of formal consultation in December 2026. The scope of the consultation will remain under review and may be refined or amended in light of feedback received during the engagement period.

Independent evaluation of the APP scams policies concludes
Frontier Economics publishes its report following its evaluation of our APP scams policies.
We issue our response confirming scope of planned work and timing and commence stakeholder engagement.

Formal consultation process
We will consult on policy proposals (and any amendments to the relevant legal instruments required to implement them).
On policy parameters: this includes the treatment of claims that cannot be resolved within 35 business days and the treatment of ‘returns from investment’ under the policy.
On how we use data to drive outcomes: we will consult on how we could introduce new requirements for the annual collection of data on the platforms and services most commonly used by fraudsters to target APP scams victims. We will also consider the future of our fraud performance data regime and changes to the compliance data reporting requirements.
On supporting consistent consumer outcomes: we will consider whether there are other areas of the policy where further clarity is needed. Including guidance on the application of the consumer standard of caution, civil disputes and me-to-me transactions.
Our summer engagement with stakeholders will include consideration of the treatment of some types of investment scams, and the 13 month reporting requirement and any steps we may wish to take on these areas.
Data publication on platforms and services used by fraudsters
We will publish a report on the platforms and services most commonly used by fraudsters to target victims, covering 2024 and 2025 data.
